Parse and manipulate Perl version strings

• new minimum version is v5.10, for version.pm
• git rid of File::Slurp::Tiny
• fix case where perl-reversion changes the number of digits used in the alpha section (GitHub #10)
• fix a few doc things (GitHub #8 and #9)
