Pherkin extension for web-testing

• Allow logging to be timestamped
• Add support for Pherkin 0.86+ style tags (meaning: starting with '@')
• Depend on the same YAML parser as Pherkin again (YAML)
• Auto-update $VERSION and '=head1 VERSION' during release
