Do you have some time to look at github.com/StrawberryPerl/Perl… and see if you can point out what we're missing?

This might be an issue in PDL, or one of the modules it depends upon is not working correctly. (Edit - tested with PDL 2.082). The niceslice tests are failing but it is the all call that is segfaul...
