Gettext Support For the Template Toolkit Version 2

• The module is now considered stable. Version bumped to 1.0.
• Setting the environment variable $LANGUAGE no longer prevents the module from working correctly (github issue https://github.com/gflohr/Template-Plugin-Gettext/issues/18)
